Unless you have a minimum number of punts required, then 3-time all-America punter Jonathan Plisco of Old Dominion should be included in your FCS list.

Old Dominion fans: I pulled the above lists from the NCAA website. I double checked and they indicate that they used a minimum of 3.6 punts per game as the "eligibility" criteria.
